Adding Kirigami Gallery to kde-sdk

Hi all,
in the kirigami framework repo, there is a little gallery application which
outgrew the point of being a small example.
It's now becoming a tutorial app: on each page an example and documentation on
how to use a particular component and when with links on the relevant source
code and HIG page about such component (if available) becoming a developing
aide while writing a Kirigami application.

Also, since it's planned to add more graphics and heavy media files, makes it
not particularly ideal to still use the framework repository.
If no objections, it will be moved as a standalone repo as part of kde-sdk as
developing aide.

So there's no packages for it for KDE Applications 18.08 being released next week.

Marco, is it fine for you if we get it out with 18.12 or you really wanted to be in 18.08?

I talked with Marco at akademy and he says it's fine not to include it for
KDE Applications 18.08.
